Executive Leadership

Cathy Sprague joined HOOPP in March 2026 as the Chief Human Resources Officer, bringing over 25 years of experience. She leads the People, Communications & Operations division, which includes Human Resources, Enterprise Communications and Corporate Services. In this role, she is responsible for HOOPP’s people and culture strategy, including talent management, leadership development, total rewards and employee experience.
She most recently served as Executive Vice President, Human Resources at Bruce Power — the world’s largest operating nuclear facility — where she led the HR function supporting more than 5,000 employees and 5,000 contractors, contributing to both operational performance and major construction programs.
Prior to joining Bruce Power, Cathy was Corporate Vice President, Human Resources at J.D. Irving Ltd. (Irving Group of Companies). She also held senior HR leadership roles as Vice President, Human Resources at Coca-Cola Enterprises Canada and Executive Director, Human Resources at the Canadian Broadcasting Corporation, with responsibility across television and digital operations.
Cathy holds a Bachelor of Commerce from St. Mary’s University and a Master of Business Administration. She is a graduate of the Institute of Corporate Directors (ICD) program at the Rotman School of Management and holds the ICD.D designation. She is also an accredited conflict and executive coach.
She has served on several boards, including Skills Ontario, the International Foundation of Employee Benefit Plans, Denovo Treatment Centre, Huron Shores Hospice and the Electrical Power System Construction Association (EPSCA).
