Plan Operations Leadership
Rachel Arbour is Head of Plan Benefits, Design & Policy, where she leads several teams within the Plan Operations division. Since joining HOOPP in 2015, Rachel has played a key role in shaping the Plan’s benefit and policy framework. In her role, Rachel ensures HOOPP’s mission — delivering on the pension promise — is translated into tangible design elements and policy decisions.
Before joining HOOPP, Rachel spent over a decade at a prominent Ontario law firm specializing in pension, benefits and executive compensation law. She advised pension plan administrators and sponsors on a wide range of matters including plan design, administration and governance.
Rachel holds a law degree from the University of Windsor and was called to the Ontario Bar in 2003. She also has a Bachelor of Arts (Honours) from the University of Toronto.
